The Federal Business Lines are specialized units that provide strategic support to RCMP detachments and units, as well as agencies throughout BC and across the country. The Federal Business Lines mandates include operational support, economic investigations, national border security, and the investigation of diverse and complex criminal activities.
The units directly support the RCMP in reaching its national strategic goal of Safe Homes, Safe Communities. Criminals don’t respect boundaries and so by working with both rural and urban detachments and municipal police forces throughout Canada, RCMP investigations are able to easily bridge distances between events, witnesses and suspects ensuring that all aspects of a case will be investigated.

Drug Enforcement Branch (DEB): “E” Division’s DEB investigates and dismantles drug trafficking and production organizations associated with organized crime. These groups operate locally and internationally, resulting in drug-related
social and economic harm within our communities.
DEB is also responsible for the coordination of drug awareness services and assisting local police in reducing community substance abuse issues.
Integrated Proceeds of Crime (IPOC): IPOC targets terrorism fundraising and organized crime in Canada by investigating and seizing currency and assets gained through criminal activities. Historically, these seizures only related to the commission of designated drug offences. In 2003, the legislation was amended to include a broader scope of offences.
In 2006/07, a Provincial Offence Related Property and Asset Forfeiture Unit was formed to combat organized crime through the seizure of proceeds of crime.
Integrated Market Enforcement Team (IMET): IMET’s mandate is to enhance the protection of Canada’s capital markets through the detection and prevention of serious corporate and financial market crime. IMET is a team formed in 2003 to increase our capacity to investigate capital market fraud. IMET comprises investigators from the RCMP, Vancouver Police Department and British Columbia Securities Commission and is supported by counsel from the Department of Public Prosecution and civilian financial market specialists in “E” Division. IMET works closely with international law enforcement and the RCMP Commercial Crime Section. IMET has assisted domestic and foreign securities regulators and self-regulatory organizations, resulting in action against American and Canadian companies and individuals.
Border Integrity Program (BIP): “E” Division’s BIP, a multi-agency and multi-disciplinary unit, is mandated to investigate and dismantle organized crime groups and to protect the security and sovereignty of Canada. Comprised of four separate sections – Immigrations and Passport, Customs and Excise, Federal Enforcement Section and Integrated Border Enforcement Team – BIP works to ensure that Canada’s borders remain closed to criminal activity and open to trade and travel.
Integrated National Security Enforcement Team (INSET): As part of Canada’s national security network, “E” Division’s INSET works to investigate and prevent criminal activities that impact Canada and Canadian interests abroad. In addition to investigations, INSET works closely with communities to educate and create awareness and understanding of national security issues.
Commercial Crime Section (CCS): CCS is responsible for reducing the impact of commercial crime on BC residents and businesses. In order to maintain the integrity of our local economies, CCS investigates incidents of corruption, major fraud, counterfeit, and criminal activities relating to bankruptcy.
Protective Services Section (PSS): When high ranking national and international dignitaries visit British Columbia and Canada, the RCMP’s Protective Services Section is responsible for ensuring their safety. PSS works throughout the Province providing site and major event security, as well as motorcade security to a wide range of clients including the Prime Minister, Premier, Governor-General and international dignitaries such as royalty, heads of state, and consular or diplomatic personnel.
Canadian Air Carrier Protection Program (CACPP): CACPP is a covert specialized unit within the RCMP. Following the events of September 11, 2001, the RCMP entered into a Memorandum of Understanding with Transport Canada, the authority responsible for Canadian aviation security, and the Canadian Air Transport Security Authority (CATSA), for the implementation and administration of the CACPP.
CACPP has evolved into an integral component of one of the most secure aviation systems in the world, with field units strategically located throughout Canada. Operations are national and international in scope and are founded on the timely sharing of intelligence and operational strategies with its like-minded partner organizations.
Consistent with the Government of Canada’s commitment to enhance civil aviation security, CACPP provides a professional, world-class service-delivery mechanism in the global effort to combat terrorism.
Support Services: During the course of an investigation, RCMP investigators may be required to utilize a number of specialized tools and techniques to obtain evidence. “E” Division Support Services provides these tools and the expertise to detachments and units across the Province. From air support to forensic science to covert surveillance, Support Services responds to the requirements of our investigators.
Criminal Intelligence Directorate (CID): As part of the RCMP strategy to investigate criminal activity, CID provides accurate and timely intelligence support to the RCMP and police forces across the country. This operational support allows RCMP members to address organized criminal elements making sure that they are not allowed to exploit communities.
Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC): CFSEU-BC is a fully integrated joint forces operation comprised of more than 150 operational and support personnel. CFSEU-BC combines sworn secondments from 11 provincial and municipal law enforcement agencies with Federal and Provincial RCMP personnel. The unit is mandated to investigate and prosecute organized criminal groups, as identified through Provincial and National strategic threat assessments. CFSEU-BC also provides support to police departments and RCMP units in situations where public safety is deemed a priority.
